Now that there is a video with the actual recording I will acknowedge that PayPal (or more specifically one of their processors) was at fault.

As for PayPal making the mistake I have seen articles that say both things may have happened (his mistake or PayPal's). I was more focused on everyone blaming PayPal when the info available did NOT say that they had done anything wrong. IF that has changed then both are to blame.
